Top: plenty of room in the top to alter - there is an inner seam allowance of 7" (3.5" either side across the front and back) The skirt likely cannot be altered, but I am 5'5" and wore it with flats. We installed an elastic band with a button on the inside to help keep up the weight of the skirt, please see the pictures.
